They exist in the UK parliament, although they're pretty unusual. 
Most recently I think a few years ago a motion to put us onto the 
same time zone as neighbouring countries was filibustered out. There 
is a rule that the matter of the speech must be relevant: they can't 
just recite any old drivel.
