The justification for war crimes and crimes against humanity is ALWAYS
safety and security.
There are cases on record where people subjected to extended solitary
confinement try to kill themselves by ramming their heads against the
wall. These people would gladly accept euthanasia. That's why such
treatment is almost universally acknowledged to be torture.
