Probably. But I hope you're not arguing for harsher sentences just to
make prison life easier for convicts---who have been "defined down" by
that same logic to include people more like you and me! Might as well be
China.
Or a country engaged in a War on Petty (Drug-Related) Crimes from which
it can't ever bring the troops home.
