It can really depend on the conditions, and your "feed stock". The 
easier it is get life, the more typical people will be there, who make 
it less of a hell hole and are more likely to take rational stances like 
just wanting to be left alone, or being able to form groups for 
self-defense that a slightly more enlightened than just another gang.
