Where are we told this?  I can’t find it.  Are you sure there is no other interpretation?  

AFAIK the Rajan’s staff was the one he took from the farmer who attacked him in the Whorl, although later on he replaced it with one cut from a vine/liana on Blue.  It had a face of sorts, due to knots in the wood.  But the guy who cut that staff made staffs for all his village.
