It seems Roy has answered the question of the canted tower in the City of the Inhumi by pointing out that it wasn’t there.
And the one that was supposedly there *wasn’t* part of a cluster, so it’s different anyway.
As for the cities, we know that one was Nessus, built on Urth by humans (with some extra-Solar input), and one was the City of the Inhumi, built on Green by the Neighbours.  We were told this.
I don’t recall the general architecture of Nessus outside the citadel being described.  Was it full of skyscrapers like the City of the Inhumi appears to be?  If so, I think Severian would have mentioned them somewhere.  Even if it was, I don’t think it would be a defining property of a galactically unique city.
