Possibly his fate as Monarch, but his fate as a living entity? He does seem to be dead/sleeping from the Concilliator's time to Severian's, and he does seem to die by Severian's hand. Do you hold that he may have been/be somewhere far away, unable to act on Urth while/when the blond head is asleep/dead/killed? Unable or unwilling to possess someone else?
