Psi is SF terminology to indicate that certain powers arise from physical causes rather than magic.  It is on occasion used to put a thin veneer of SF on a story that might as well be about magic, but in itself it is not a word for magic.
Mucor has powers of this kind (though I don’t think Wolfe ever uses the word psi), but her brain is physically abnormal.
