The Shadow Children are certainly material (they can be eaten), and in fact – as is explained to us - they are descendents of human explorers. As for the inhumi, I think the same applies as elsewhere in the Solar cycle: Wolfe doesn’t worry too much about making his science realistic, but inhumi like other creatures are ultimately to be considered physical and obeying physical laws.
God has no true competition in the magic department, and he generally does his stuff by working through the physical laws he has written down.
