I agree, though this is more of a dsep cover as the human advisor to the 
Autarch. The cowled cloak is to let him "disguise" himself by removing 
it - you'll note that the shaman's mask covers what is normally open, 
and the nakedness reveals what is normally covered, almost completely 
changing his outward impression with the exchange of one for the other.
