Agreed.

Maybe that is so, but it would be very unconventional in SF: nearly all 
stories tackling this theme have suggested an independent Incarnation on 
every planet.

Then again, if one Incarnation on an un-webbed Earth was enough, there is 
nothing illogical about skipping out certain planets.
