I'll agree if his job in this case is to determine the guilt for a crime.  In 
other words, I think the examiner is the interrogator.

I'd assumed that the fulgurator was an electrician (and was amused by the idea 
that the word Gurloes can't remember might be "fulgor" or some such rather than 
"electricity").  But I like your suggestion better.
