Severian (and Silk) are human beings. They each have a single, human,
nature. Christ is unique, in Christianity in that He has a dual nature,
being both human and God. He is the only being in the Christian World that
has such a dual nature. He can manifest through other beings, and this is
what is happening with Severian and Silk.

Now in India there is an identical concept, but it is a class of beings
(the avataras) not one single once for all exemplar. Occasionally
manifesting an avatar is one of the ways that God interacts with His
creation.

This fact, that there are records of only one of these guys in the West
but a number of them in India may just be because the Indian records are
older and more complete.
