I personally don't think that the Urth universe is a different universe. But I do think it's worth considering given "Malrubius" 's talk about the Hieros moving from universe to universe in Cathedral in which there are variations on the same theme.

It wouldn't make any sense -- except that the human race's successors from the
previous version of the universe and their servants and so on (the Heiro* group)
guide evolution on an Earth-like planet to produce the new human race.
