(urth) The significance of Apu Punchau

Wasn't it confirmed by Wolfe that it was an actual moon-landing photograph?
 
Also, from everything Wolfe said, I think it's pretty much confirmed this is not another universe but our own on a later phase. I agree that it is "unnecessary and unsupported" to think otherwise. Plus that would imply that every time a new universe pops up we get the same planets, same Earth, same continents, same human race, etc. Doesn't make any sense to me.
