The only reasonable explination I can find is that they wanted to colonize another system but the project wasn't completed before the Earth ran into major trouble and Computer Pas/Typhon decided to recolonize Earth.  But would this take place after the New Sun came then?  How long between Typhon's rule and the coming of the New Sun?  The Whorl has lasted for 300 years, but Marble impies at one point that it could have been 3,000 (saying that she always is misplacing a digit).  However the Soldiers reimply that the World is designed to last 300 years and that is is after its design age.>>
 
 
Maybe he was afraid that in the distant future he would be all but forgoten and maybe no one remained in earth anymore to worship him. He was quite megalomaniac.

How did the inhumi in the Whorl got there than?
 <<A question I have always wondered is why Typhon didn't equip the Whorl is FTL (Faster than Light) technology.  He tells Severain that he would put his capital on another World, and that he could travel between worlds, meaning that he could do so within his lifespan, thus FTL transport.  So my idea is that the FTL technology wasn't capable of moving a Whorl sized ship (like the Hero technology could do), or my favorite reason is that Typhon didn't want to educate his colony ships with any more technology than he had to (within reason).  He wanted a STL (slower than light) ship so that upon arrival to the new system the ship couldn't start a new rebeling empire that had FTL technology.>>
 
 
There's no indication that I remember that says that FTL travel is possible.   <<I always figured that Auk was intended to build a terminal for Pas on the colony Planet (which the Inhumi prevented).  This is why Pas gave him all the engineering data of the Whorl, not just to repair fliers.  Pas would then govern the Planet and make it a producing part of his Empire.>>  That would also make sense in the light of my first answer.
