I'm not convinced that the Hierogrammates put the black hole in the sun in the first place.

It's true enough, they don't come out and say it. Nevertheless, the case is fairly strong for it.

Firstly, the Hierogrammates are the only race of powerful aliens who may be expected to be able to do something like this. Typhon as a candidate is unlikely not only due to his lack of other high tech like FTL, but also due to a lack of obvious motive. The possible providers of the black hole are thus either nature (or Increate, which is much more likely of those two), or the Hierogrammates.

The Urthlings believe they are being punished by the black hole, while the Hierogrammates admit the white hole's meaningful purpose is for Urth alone (not Mars or Venus). These, especially the latter, would be unlikely if it occurred by accident.

A possible alternative might be that the Increate created the hole as a miracle and then had the Hierogrammates undo it later, which only works if you buy into the theory that they're his direct helpers. At that point though, it doesn't matter much who does what, does it?
