To the extent that the Neighbors are Faeries, Seawrack's ring is a 
faerie ring. So it's going to go where the faeries want it to go.

Similarly, I read the ring as I would any faerie ring. It identifies the 
wearer as someone who has been given a faerie ring (i.e., by a faerie). 
It doesn't need any other features or qualities.
