Right on - "autarch" is understood to mean the ruler in charge of a 
nation - so it gets used for any number of nation rulers, who weren't 
necessarily THE Autarch, or called themselves that at the time. Like the 
current interchangeability of king and pharaoh.

It was a pretty remote mountain, and the giant robots still animate in 
Severian's day may have kept people at a respectful distance in earlier, 
livelier centuries. By the time of their decrepitude, it was just one 
more carved mountain among many.
