Flato recently answered my "What the hell is the purpose of the false coin." question pretty well, I think.
Severian has blasted through oaths and alegiences as he "backed inyo the throne." The false coin comes to light when he is Autarch. It is a reminder that the Autarchy itself is false gold, ie, being Autarch is not the big goal for Severian.
Works well.
