There doesn't seem to be a separation between ecclesiastical and civil 
authority in the Commonwealth, so there might be some religious crimes 
that are considered serious enough to warrant tower detention until 
resolved, like Thecla is immediately cuffed and stuffed for espionage. 
Whether she actually did such a thing...?
