I think they are of a race and in league, but not the same person.
Ossipago's quite gruff, while Inire's kindly; Ossipago goes where he is
needed, Inire holds down the fort.

The LEXICON URTHUS author also wrote a role-playing supplement on the
setting, and IIRC in it he speculates they have planetary range. There
seem to be more powerful ones at work in Yesod and/or on the Ship that
maintain the newly eidoloned Severian during his leap between universes
and can reach across a century of time.
