I don't buy it. Severian and Inire walk the corridors of time, so I think he is laying the seeds for a time loop. Perhaps Rudesind, like the botanic, the mirrors, and the atrium of time, are ageless/timeless/infinite.

Why would the next likely autarch be another torturer's apprentice with an errand while Rudesind is on that ladder?
