Do we know how many died, and what arrrangements were made by the various authorities on Urth to evacuate people to higher ground?

Sev wasn't on Urth at the time - he only arrived back simultaneously with the flood; maybe indeed there was some reason this was necessary.  Making preparations for the Commonwealth would have been down to Valeria, Inire et al.
