Not if he needs a human Autarch to enter the White Fountain with the proper belief in himself and the things he has done.

If I read Severian's memoir as though he is naive to Inire's "interferences", it does two things at once: 1) It turns Severian into a proper puppet, pulled along by Inire and future Severian from the first page; and 2) it explains why there is a lack of clarity and overt context when a possible "interfering moment" occurs or is observed.
