It's pretty ordinary geometry.

Different levels of the World have different geometry.

There are timelike and spacelike dimensions.

We use three spacelike and one timelike dimension.

We have no power of operation, normally, in the single timelike dimension:
everyone is propelled forward willy nilly.

The next level up has four spacelike dimensions and two timelike
dimensions within which at least some of the creatures on that level have
at least some freedom of movement. One of these timelike dimensions is
parallel with our single timelike dimension.

There is also on that level a seventh timelike dimension, within which the
six dimensinal space-time plenum is propelled forward, analogous to our
single timelike dimension.

There are otber levels.

Not too much is known about them beyond that they exist.
