Sev mentions the land abutting the ice in his time - there could come a 
point where even the rehabbed sun could not return the balance if the 
ice advanced far enough. They know Severian takes the Phoenix throne and 
all the other chiliads of  trials and hardhips have worn down the 
populace of old Urth - best to strike then, to delay further could not 
be expected to advance the cause of Ushas.
