It's a method of presenting an idea to the reader that is meant to be 
taken less than completely literally, but should still be considered 
otherwise why bother to introduce it at all? It is a similar device to 
the "true" lies in various characters' dialogue: they suggest to the 
reader something that needs to taken into consideration, though since 
the lies tend to be less symbolic and less figurative since they are 
intended by the speaking characters to be believed  as if literally 
true, of course, which limits the author. A wholly internal conceit on 
the other hand can be as fanciful as necessary.
