(urth) Dionysus

Here is an interesting passage from oBW:

For me the minor god/major devil mention especially relates to BotNS since I think Urth abounds with
both.
 
The part about Krait might be further evidence that the Chrasmologic devils are meant to be associated
with Inhumi in some way.
 
But the part about minor gods being invited friends of Pas/Typhon is most interesting. Easy to see
how this could apply to Kypris. But who is the invited friend of Typhon from Urth who becomes mentioned 
in the Writings as The Outsider?
 
I'm thinking it needs to be an Urthly resident who, like the Outsider, is associated with Dionysus.
Also, I recently wondered if perhaps Typhon, like the Autarchs, had a mystical vizier (maybe Ceryx?) who
might serve as such a friend. For me, (of course) it all comes back to my favorite character, Father Inire.
