Well, I see the fact that the maid springs up, picks up the head, and
walks off with it...

..._and that nobody in the Guild appears to be surprised by this_...

...as militating against the idea that someone was actually beheaded.
One could suppose that Severian resurrected his own maid, but not that
resurrection has been going on for all these years.

So even if someone had pranked Sev and substituted a true sword for a
false one, perhaps thinking to get him to kill his own mother, those
people would have been quite startled at the resurrection.

Nobody is surprised by a resurrection. Ergo, no resurrection takes place.
