All creatures serve the plan of the Increate, and Severian as the New 
Sun does so consciously and intentionally, using supernatural gifts that 
flow from the Increate. The responsibility for the drowning of Urth can 
not be put on any mortal being any more than the plagues of Egypt or the 
trials of Job.
