(urth) Calde of the Long Sun and Learning to Read Wolfe

If I remember correctly, wasn't the slogan chalked on a rather high wall?  I
suppose he could have gotten a ladder, and it's certainly true that he has a
motive.  But does he, or do his superiors, actually admit to it?
