Another, maybe too obvious, three candidates are Gideon Chase, the
president, and the man the president calls John.  Note that "John"
isn't saying the three men are the "three most evil"--he's responding
to the President's claim that "There's a hell of a lot of evil men in
the world" by saying that "three in particular" are at issue--why not
the three in the room?  Is Wolfe telling us, up front, by means of
what might be "John's" practiced cynicism, that Chase and the US
government are on the side of the devils?
