Who is the prophetess with the Autarch Valeria when Severian steps forth into the audience room? I thought it was Herena, but Herena is from the time of Typhon.

Yes.  Severian's face was scarred by Agia in Citadel.  When he returns
as the New Sun, his face is healed.  That, and the many years that
have passed for her, is why Valeria doesn't recognize him at first.
