(urth) Inhuma on Urth?

Another question that struck me recently - are there Inhuma on Urth?
When Baldanders/Talos and Severian/Jolenta/Dorcas part in the woods after the staging of the play at House Absolute Jolenta is bitten in the night by some creature.
Shortly afterwards the group meet the witches and participate in the ritual with the necromancer/vivimancer.  During this incident Severian sees the old woman as a reptile wrapped around a stick.
Could this be an inhuma?

Very little to go on I know...
