Not necessarily. Being fluid, the atmosphere is subject to positive 
feedback in that the tidal forces cause it to rise in a bulge, getting 
closer to the primary and thus being subject to stronger tides that make 
it bulge still more, etc.

The point is moot WRT to the moon; its "atmosphere" is a remnant, 
transitory puff of gas that was replaced twice over by exhaust from the 
Apollo landings.
