Just tossing out a speculative resolution for this problem.  On first 
reading, Wolfe's use of the term "wet nurse" adds to the sense of this being 
an archaic society from our past.  Could it be possible the wet nurses they 
use are actually some form of advanced technology? Perhaps some sort of 
machine infant care which doesn't use an actual breast to feed them.  I 
doubt Wolfe had that in mind, but, just a thought.
